Brown – You\’re right, he was also driving on an expired driver license. According the the report which was written after the fact, he was arrested for failing to follow officer\’s orders. However, according to the police report , when Bieber asked why he was arrested, \”Officer Dionne advised him that he believed he was impaired.\”

He wasn\’t arrested because of the alcohol. It was for not following the officers orders.
